Hearthstone Apartments

My friend lives here. Everything is great, except for the upstairs neighbors. They are LOUD! Only at night. At 3:39am as I'm writing this, I'm hearing bass, singing, and stomping. It's getting to the point where the police will be called. I was planning on getting a unit here, but I may not now.
