The location is great and it is a private complex. Management is currently not ideal - they have 10 different properties and no management on site. They are difficult to get a hold of, and have no email anywhere on their site or resident portal. I have dealt with cockroaches in 2 different units with zero resolution. I was offered a higher floor apartment to help remedy the issue; however, it still continues. *I have been told by staff that are cockroach infestations in multiple apartments here

Disclaimer: I do not blame on-site maintenance or front-line staff; they are pleasant. The issue is entirely corporate and structural. This complex was wonderful until September 2025, when WH Group took over. They dismissed on-site managers, permanently closed the leasing office, and replaced all phone lines with an AI bot named "Willow." There is no workaround or menu option to bypass this bot and reach a human. It uses fake background noise to pretend it's real, showing what this firm thinks of the intelligence of its tenants. Management occasionally responds to texts but will stop at random intervals with no notice. This failure came to a head at the end of June. June 30 Breakdown: After a maintenance visit for a minor rattle, the central AC failed entirely on Tuesday, June 30th. With outdoor heat indexes peaking near 98 degrees, my apartment reached 84 degrees indoors. Emergency Firewall: I was never able to reach a live employee. I called every line I could find, including the portal's emergency number, and logged urgent tickets after hours and the next morning. I was completely bricked by automation, getting no text back until business hours the next day. Warranty Delay: Management texted that the repair will take until July 10th (10 full days) because they are waiting on a preferred installer. Stalling a total AC failure for a week in July is likely a play to force a warranty claim to save corporate money at the expense of tenant habitability. Inadequate Mitigation: They dropped off a portable AC rated for 150 sq ft to cool a 900 sq ft apartment. When I pointed out the math, they just brought a second 150 sq ft unit. A combined 300 sq ft of cooling is useless against summer heat, leaving the unit incredibly overheated. Holiday Silence: Four days into this, corporate went completely silent for the July 4th holiday weekend, leaving me stranded. The negligence goes beyond HVAC. In the exact after-hours moments I was repeatedly calling every line for an AC emergency, their automated system blasted out an aggressive update implementing a 120-hour monthly cap on guest parking, clearly a kickback for a predatory towing company. They have immediate capacity to restrict parking, but zero capacity to provide an emergency human contact. Furthermore, during a previous dispute over a faulty water meter billing me $400+ a month (where they only answered one out of every five emails), they actually sent me a false eviction notice due to their own clerical errors. If a pipe bursts at 5:01 PM, tens of thousands in property damage will occur before a human from WH Group ever acknowledges it. Do not move here. Dealing with a faceless corporate group that believes they owe zero human service to residents is a risk no one should take. I implore you regardless of pricing to look at this and other reviews since WH Group took over and heavily consider why pricing is any cheaper here than other apartment complexes before signing any contracts with this property management group.

I have lived at Harper for nearly four years and until recently I was very happy. Unfortunately, the experience has gone from pleasant to frustrating because of a change in property management. It is impossible to get in touch with anyone on the condo side (where the nice units are), even when there are emergencies. There have been several problems. Fire alarms going off & not being able to contact management to turn them off. A bat (yes, the animal) outside my door, I couldn’t get in contact with anyone. And the latest issue, a few days ago, management installed a loud fan that runs 24/7, day and night. I have called, texted & emailed every contact I can find and have yet to get a response. Due to the constant noise, there is not a peaceful moment here anymore. It’s the last thing anyone wants to deal with after an exhausting day at work. Shortly after the (offsite) management company took over, they began sending tons of mass, no-reply emails about things they were doing that in no way enhanced the community experience (moving the mail room from one end of the hall to another without notice, installing turf over grass, constant reminders about potential fines, putting up parking signs in the parking lot). They’re hiring contractors to do busy work to give off the appearance that they are useful. But when residents need actual help, management is completely absent. I would not recommend this property to anyone. The management issues are not worth the headache.
