Puritan Apartments has been one of the most frustrating rental experiences I’ve had. The biggest issue is the RUBS (Ratio Utility Billing System) used to charge residents for water. Monthly water charges are routinely between $150 and $200+ per unit, added on top of rent. These amounts are extremely high and there is no transparency provided to residents about how the charges are calculated. When asking to review the master meter bill or see documentation explaining the formula used to allocate charges, management does not provide it. Residents are expected to simply accept the numbers without verification. That lack of transparency is deeply concerning. This is especially troubling because many residents here are elderly or on Section 8 vouchers. Excessive and unexplained utility charges create serious financial strain for people on fixed incomes. Beyond billing, the condition of the property is another major issue: Amenities are frequently left unlocked and unsecured. Common areas are often dirty and poorly maintained. Teenagers and non-residents regularly occupy amenities and smoke inside. The gym is currently closed and inaccessible to residents. Despite repeated written requests to implement a key fob system or better security measures, management has stated ownership does not want to incur additional costs. While they claim to have invested in cameras, leaving facilities open and unsupervised is clearly not an effective solution. Residents deserve basic transparency, security, and maintenance. At this time, those standards are not being met. I strongly encourage prospective renters to thoroughly research the utility billing structure and property management practices before signing a lease here.
